Monthly precipitation anomaly

Just a stupid question, when I look for the monthly precipitation anomaly data, the number showed, are in mm or it is a percentage? Thanks a lot.

The map shows the precipitation anomaly in mm from the long-term average for a period from the first day of the month to a user selected day of the month.
