Temperature in Tibet

When i check the app the temperature in Tibet is higher at level- lets say 2000 m than at groundlevel. How can this be explained?

Some models do not account for the mountain range (terrain) in a height layers. However, in the layer 2 meters above the ground, the terrain is always considered.
