Fires in Spain symbol

Why do fires in Spain appear with the hotspot symbol instead of the fire symbol 🔥?

Hotspots are from a satellite source (they can represent fire, or they can also represent a hot area which is not actually a fire), while fire symbols are confirmed reports from fire departments. However, they are only available in the USA, Canada, and Australia.
