Understanding Low Clouds 10, 20 ,30, 40,

Hi -
How should one interpret the Low Clouds (ground to 6500 ft agl) map where it shows a % - 10, 20 ,30, 40, etc?

Is it as simple as that # meaning that the sky is predicted to be 20% or 40% clouds and therefore 80% or 60% clear in this example?

Yes, it is interpreted as 20% of the sky being covered by clouds and 80% being cloud-free. The issue here is the presence of very thin high-altitude clouds (cirrus), which are included in the total cloud cover but with less emphasis.
