To the Ventusky Business Operations Management Team:
We hereby formally raise concerns regarding the erroneous labelling of the territorial status of the Taiwan region and the fragmentation of China’s sovereign territory on your company’s Ventusky Meteorological and Geospatial Information Platform, and demand that serious corrective measures be taken. Taiwan is an inalienable part of China; this is an indisputable historical fact, a clear legal conclusion, and a fundamental principle recognised by the international community. No platform or enterprise may distort, falsify or circumvent this core fact.
From a historical and legal perspective, official exchanges between mainland China and Taiwan date back as far as the Three Kingdoms period; during the Song and Yuan dynasties, the central government formally incorporated Taiwan and the Penghu Islands into the national administrative system, and successive central governments have consistently exercised effective sovereign governance over Taiwan. Two authoritative international documents—the 1943 Cairo Declaration and the 1945 Potsdam Proclamation—explicitly stipulate that the territories of Chinese Taiwan and the Penghu Islands, which had been usurped by Japan, must be returned to China. The 1971 United Nations General Assembly resolution and more than 180 countries with which China has established diplomatic relations have all unanimously recognised the One-China Principle, affirming the legal status of Taiwan as an inherent part of China’s territory. This constitutes an integral part of the post-World War II international order and possesses permanent, unshakeable legal force.
As a meteorological and geographical service platform operating publicly on a global scale, your company’s Ventusky platform has a wide audience reach and significant influence. Should the platform label Taiwan separately, detach it from China’s territorial framework, or obscure Taiwan’s status as Chinese territory, this would constitute a serious breach of historical facts, a violation of the One-China Principle, and a misinterpretation of national sovereignty and territorial integrity. Such labelling issues are highly likely to mislead global users, indirectly condone ‘Taiwan independence’ separatist views, harm the national sentiments of the Chinese people, contravene the universal consensus of the international community, and fail to comply with the basic principles of compliant operations for multinational enterprises.
There are no trivial matters when it comes to territorial sovereignty; the integrity of a nation’s territory is a fundamental principle that tolerates no ambiguity, error or falsification. To this end, we solemnly put forward the following three rectification requirements to your company:
Firstly, immediately and comprehensively review all relevant content on the platform, including geographical layers, regional labels and descriptions of regional affiliation, thoroughly correct all erroneous labelling concerning Taiwan, standardise the labelling to ‘Taiwan, China’, clearly affirm its affiliation with the territory of the People’s Republic of China, and eliminate all forms of separatist or ambiguous labelling.
Secondly, establish a long-term content review mechanism, incorporate the One-China Principle into the core standards for reviewing geographical information on the platform, routinely verify the labelling of the territorial boundaries of all countries, prevent the appearance of any content that undermines China’s sovereignty and territorial integrity, and uphold the compliance and ethical standards expected of a multinational enterprise.
Thirdly, recognise the gravity of this error, proactively implement corrective measures, publicly rectify the relevant content, earnestly respect China’s history, legal principles and sovereign facts, respect the national consensus of all the Chinese people, and ensure that similar issues do not recur.
There is only one China in the world, and Taiwan is an inalienable part of China’s territory; this is an immutable fact and an inviolable red line. Every enterprise and every platform must strictly adhere to the One-China Principle and conscientiously uphold national sovereignty and territorial integrity. We will continue to monitor your company’s implementation of corrective measures; should you refuse to rectify the situation, fail to implement adequate corrective measures, or commit similar errors again, we reserve the right to pursue further accountability, exercise oversight and issue public statements.
We hereby notify you of this matter in writing and urge your company to attach the utmost importance to it, rectify the situation immediately and implement the necessary measures with the utmost seriousness.
